Software Partner Selection
Top Software Development Companies in Hanoi
A shortlist of software companies with a published head office in Hanoi, compared on the same criteria: verified address, service focus, engagement models, published rate band and the projects each one suits best.
Key takeaways
- Seven companies with a published Hanoi head office are compared here; directory rate bands range from under $25 to $49 per hour, and published minimum project sizes from $1,000 to $50,000.
- “Based in Hanoi” can mean a registered office, an engineering office or a sales presence. Ask where the people on your project will actually work.
- Shortlist three companies by fit (project size, platform and engagement model), then compare proposals on the same written scope.
On this page
If you want a development partner whose engineers work in Hanoi, the useful question is not “who is the biggest?” but “which companies can show a Hanoi delivery team, relevant work and an engagement model that matches my project?” This comparison answers that with a consistent set of criteria and public sources, so you can move from a long list to three serious conversations.
Publisher disclosure
This comparison is published by PoliteTech Software, a Vietnam-based development provider that is included in the shortlist. We use the criteria and sources described below. Inclusion does not imply that we have worked with or independently audited every company. Companies are grouped by best fit, not ranked by quality.
Why location matters to this shortlist
Choosing a Hanoi team usually reflects practical needs: you may plan to visit the office, want engineers in one time zone (UTC+7, no daylight saving), prefer a vendor familiar with northern Vietnam’s talent market, or already work with partners in the city. Location also affects how easily you can meet the people doing the work, which matters for long engagements and regulated projects.
Location is not a proxy for quality. A company headquartered in Hanoi may deliver your project from Da Nang or Ho Chi Minh City, and a company with a Hanoi sales office may run engineering elsewhere. That is why this article separates the evidence for presence from the evidence for capability.
How Hanoi presence was verified
We started from the Clutch directory of Vietnamese software developers and the Clutch profiles of each company, then checked official websites where they were accessible on 5 November 2026. A company was included only when a public source lists a Hanoi street address as its headquarters. We recorded three things separately:
- Registered or head office: the address published as the company’s headquarters.
- Other delivery locations: additional offices listed on the profile or website, which may affect where your team sits.
- Service evidence: the service mix and frameworks the company publishes, plus engagement models described on its profile or site.
We did not include companies whose only Hanoi link is a sales contact, and we did not use sponsored placement or list order on any directory as a ranking signal. Ratings and review counts are shown as published on Clutch; they are not combined into a score.

Best fit: larger web and mobile programmes where the buyer accepts delivery across several cities. Ask about: whether your team would sit in Hanoi.
Compare fit rather than company size alone
Company size affects risk differently depending on your project. A large vendor can absorb staff changes and scale quickly, but your project may be a small account handled by a junior team. A small vendor may give senior attention but have less capacity to scale. Use the matrix below to narrow the list before you talk to sales teams.
| Your situation | What to prioritise | Companies to look at first |
|---|---|---|
| Agency needing white-label or overflow capacity | Low minimums, flexible staffing, clear client-communication rules | PoliteTech, Newwave, VNEXT |
| MVP or first release under $25,000 | Minimum project size, product and design support | PoliteTech, Newwave, VNEXT |
| Mobile app with Flutter or React Native | Framework evidence and app store release experience | Newwave (Flutter), Adamo, Savvycom |
| AI feature in a business workflow | AI service share, named AI case studies, evaluation approach | Adamo, Savvycom, PoliteTech |
| Large, multi-year programme | Scale, multiple sites, governance | Rikkeisoft, Savvycom, Orient Software |
Shortlist matrix based on published service focus and minimum project sizes. Treat it as a starting point, not a recommendation.

Prepare a Hanoi vendor enquiry
Proposals are only comparable when every vendor answers the same brief. Before contacting your shortlist, prepare a one-page enquiry that covers:
- Business goal: what the software must achieve and how you will measure it.
- Scope: the core user journeys, platforms and integrations for the first release.
- Working overlap: your location and the hours you need engineers available. Hanoi is UTC+7 all year.
- Engagement model: scoped project, dedicated team or a discovery phase first.
- Ownership: who holds repositories, cloud and app store accounts, and how IP transfer is handled in the contract.
- Decision timeline: when you need proposals and when work should start.
Ask each company to name the people who would work on your project, their location and their time allocation. That single question reveals more about Hanoi presence than any directory listing.
Questions to ask before you sign
- Which office will the team work from, and will any work be subcontracted?
- Can we interview the proposed tech lead before signing?
- How are scope changes estimated and approved?
- What is included in the rate: project management, QA, DevOps?
- What happens at handover: documentation, credentials and access removal?
Frequently asked questions
Is Hanoi or Ho Chi Minh City better for software outsourcing?
Both cities have mature software industries. Hanoi hosts many companies with government, enterprise and Japanese-market experience; Ho Chi Minh City has a large concentration of outsourcing and product companies. Choose the vendor and team first, then confirm the city where they work.
Do I need to visit Hanoi to work with a local team?
No. Most engagements run remotely. A visit can help at kick-off or for long engagements, and a Hanoi-based team makes that easier to arrange.
What is a typical minimum project size in Hanoi?
Among the companies in this comparison, published minimums on Clutch range from $1,000 to $50,000. Minimums are a signal of the projects a vendor prefers, not a fixed rule.
How should I compare rates from Hanoi vendors?
Ask for role-by-role rates, billable hours per month and what is included. Our guide to dedicated team costs in Vietnam explains how to convert quotes into a comparable monthly budget.
Are directory ratings reliable?
They are useful context but not proof. Review counts differ in size, some reviews are older than others, and directories may earn fees for some placements. Read the detailed reviews that match your project type and contact references directly.
