Software Development Costs in Vietnam: Rates, Team Models and Budget Examples

How to budget software development in Vietnam: what an estimate contains, how to read published rate bands, how engagement models change cost, three illustrative budgets with the same assumptions, and the costs outside engineering.

TopicsSoftware Costs and BudgetsDedicated Teams and Outsourcing

Key takeaways

  • Budget = engineering hours × rates + agreed one-off costs + recurring costs. Each part needs written assumptions.
  • On 5 November 2026, most companies at the top of Clutch’s Vietnam listings published rate bands of under $25 or $25–$49 per hour. Bands are not quotes.
  • The engagement model changes how you pay and who carries scope risk, not just the total.

Software development in Vietnam is often described as cost-effective, but a useful budget needs more than a headline hourly rate. It needs a clear scope, an engagement model, realistic effort, and the costs that sit outside engineering: cloud, licences and your own team’s time. This guide explains each element and shows three illustrative budgets built on the same assumptions, so you can see how scope and model change the numbers.

Figures in this article are illustrative. They use stated assumptions so the calculations are easy to follow. They are not PoliteTech prices.

What a software estimate includes

A complete estimate should cover:

  • Scope: features, user roles, platforms and integrations in the first release.
  • Roles and effort: hours for discovery, design, development, QA, DevOps and project management.
  • Rates: per role or blended, with currency and billing terms.
  • Integrations: third-party APIs, data migration, identity and payments.
  • Non-functional work: security, performance, accessibility and documentation.
  • Support: warranty period and post-launch maintenance.
  • Assumptions and exclusions: what you provide, what is out of scope and what could change the estimate.

If an estimate omits any of these, ask whether it is included elsewhere or excluded.

Read public rates correctly

Directories publish rate bands that companies select for themselves. On 5 November 2026, among the first ten companies shown on Clutch’s “Top Software Developers in Vietnam” page with visible rates, one listed under $25 per hour, eight listed $25–$49 and one listed $50–$99. Some companies also publish monthly packages; Kyanon Digital, for example, lists packages starting at $2,900 per month for one developer on its Clutch profile.

Keep three cautions in mind:

  • A band is not a quote. Seniority, role and engagement length change the actual rate.
  • Hourly and monthly prices need conversion. Confirm billable hours per month and holiday treatment.
  • Averages mislead. Do not average a few published bands into a “market rate”.

Build three illustrative budgets

All three budgets use a blended illustrative rate of $30 per hour and the same assumption set: design and QA included, cloud costs billed to the client, a three-month warranty included, data migration excluded.

Budget worksheet

  1. List the work by phase and role.
  2. Estimate hours per line, with assumptions.
  3. Apply role rates and note the currency.
  4. Add one-off costs: licences, devices, design assets, migration.
  5. Add recurring costs: cloud, third-party services, maintenance.
  6. Add contingency for unknowns, and state the percentage you used.
  7. Record exclusions explicitly.

Get a useful estimate

Send vendors:

  • A short problem statement and target users.
  • Core user journeys, prioritised.
  • Platforms and integrations.
  • Existing assets and systems.
  • Preferred engagement model and timeline.
  • Budget range, if you have one; it helps vendors propose realistic scope.

Frequently asked questions

Why is Vietnam considered cost-effective?

Published rate bands for many Vietnamese vendors are lower than those of many vendors in Western Europe or the US. Compare quotes for the same scope and seniority to confirm the difference for your project.

How accurate are early estimates?

Early estimates carry wide uncertainty. A discovery phase narrows it by clarifying scope and design.

Should I choose the lowest estimate?

Only after checking scope, assumptions and exclusions. Lower estimates often leave out work that returns as change requests.

What contingency should I add?

It depends on scope clarity. State the contingency explicitly rather than hiding it in rates.
