Vietnam Development Partners for Digital Agencies: A Shortlist

A short, evidence-based list of Vietnam development partners with published support for agencies, an agency-specific scorecard and a pilot acceptance checklist for testing a partnership on real work.

TopicsSoftware Partner SelectionWeb and SaaS Development

Key takeaways

  • Only three providers in our research publish specific evidence of agency or white-label work; we did not pad the list with generic outsourcing companies.
  • Agencies should score partners on brand protection, estimation, QA and handover, not only price and skills.
  • A paid pilot with written acceptance criteria is the safest way to test a partnership.

Digital agencies need delivery partners that behave differently from a typical outsourcing vendor: they must stay behind the agency’s brand, respect the client relationship, estimate reliably and absorb changing workloads. Many Vietnamese companies can build software, but far fewer publish evidence that they support agencies specifically. This article lists the providers where we found that evidence, explains how to evaluate any partner against agency needs, and gives you a pilot checklist.

Publisher disclosure

This comparison is published by PoliteTech Software, a Vietnam-based development provider that is included in the shortlist. We use the criteria and sources described below. Inclusion does not imply that we have worked with or independently audited every company.

What an agency needs from a delivery partner

  • White-label discipline: the partner works under the agency’s brand and never approaches the client directly.
  • Flexible capacity: the ability to scale up for a launch and down in quiet months.
  • Reliable estimation: questions first, assumptions stated, numbers the agency can resell.
  • Visible quality: QA that catches issues before the agency’s internal review, not after the client sees them.
  • Clean handover: documentation and credentials stored where the agency controls them.

Partner shortlist

We looked for providers that publish a white-label or agency programme on their own website, or whose public reviews come from agencies. We found clear evidence for three. Other Vietnamese companies may well support agencies; ask them for agency references if you consider them.

Evidence collected 5 November 2026. We did not find agency-specific evidence for other companies in our wider research; absence of evidence is not evidence of inability.

HDWEBSOFT

Founded in 2012, Ho Chi Minh City, 250–999 employees and 5.0 from 29 Clutch reviews. Its white-label page describes a four-step onboarding (discovery, process and communication setup, delivery, review and scaling) and covers websites, web apps, mobile, UI/UX, maintenance, integrations and AI. Fit: agencies wanting a formal white-label programme across several service types.

Miyagami

Amsterdam-headquartered with Vietnam-based engineers, 4.9 from 41 Clutch reviews. Reviews from a UK app agency describe QA and development staff augmentation. Fit: European agencies that prefer a European contracting entity.

PoliteTech Software

Publisher of this article. Hanoi-based, 10–49 employees, 5.0 from 57 Clutch reviews, with low published minimums. Fit: small and mid-sized agencies that want flexible capacity and direct access to senior engineers.

How to test a partnership

Run one paid pilot before committing to reserved capacity:

  1. Choose a real but low-risk scope: a microsite, a feature, a CMS template set or a maintenance backlog.
  2. Share your standard handoff pack and quality standard.
  3. Agree acceptance criteria and a deadline in writing.
  4. Observe estimation, questions, communication and how issues are reported.
  5. Review the work in your normal internal QA before any client sees it.
  6. Hold a retrospective and decide whether to scale.

Pilot acceptance checklist

  • Design matches approved files on agreed breakpoints
  • Agreed browsers and devices tested
  • Performance and accessibility checks passed at agreed thresholds
  • Content and forms work end to end
  • Code in agency-controlled repository with readable commit history
  • Documentation and credentials handed over
  • No direct client contact outside agreed channels
  • Deadline met, or delays flagged early with a plan

Commercial and communication boundaries

Settle these questions before the first project:

QuestionRecommended answer
Who attends client meetings?Agency leads; partner joins only when invited, as part of the agency team
Who approves designs and releases?Agency
Who owns hosting, domains and repositories?Agency or client
Who estimates changes, and how fast?Partner estimates within an agreed time; agency approves
Can the partner show the work in its portfolio?Only with written agency and client permission
How are disputes escalated?Named contacts on both sides with response times

Frequently asked questions

Do I need a white-label agreement or is an NDA enough?

An NDA covers confidentiality. A partnership agreement should also cover client contact, non-solicitation, ownership, portfolio rights and change handling.

How do I price outsourced work to my clients?

Base your price on your own costs, risk and the value you add in strategy, design and account management. Ensure the partner’s estimate includes everything you resell.

Can a partner work in my project management tools?

Most can, and it is usually better: your team keeps visibility and history.

What if the pilot goes badly?

Treat it as a successful test. You have learned cheaply, before a client project was at risk.
